One Instance Mode

With the one instance mode Console-devel don't start new instance of Console but reuse an existing one.
This to avoid that you have several Console instance open at the same time.

It can also try to reuse the tab such that instead of creating a new tab it reuse an existing one.

This feature is particularly useful when used in conjunction with the [Explorer integration] feature.
