Despite the construction of GNU make makefiles, the library cannot be built, because the only configuration file system that exists is based on the getcap(3) calls that are in BSDish libc's, but appear not to be in glibc.

The short term fix is likely to see if there's a version available for Linux, but. We should also make other configuration file systems.
