Connotea has been under heavier than normal load for the past few days. 
We are looking into it.

There is no tagging strategy that would make the search box faster per 
se, but if you know the tag in you library that you'd like to visit, it 
is certainly faster to use the tag cabinet on the left side of your 
library page to type or click the tag name.
