just one more question regarding the throttling: why not send a
retry-after header with the http 503 response? i just tried to figure
out a smart default retry-after period, but couldn't come up with one.
so if the throttling is already based on data like the server load, it
should be possible to compute some estimates about when the load may
be better.
what do you think?
