As far as I can tell, MHGUI doesn't provide a way to change which devices are controlled by the "Device Buttons". In my opinion, this is a very important piece of functionality, considering that these Harmony remotes can hold more commands than they can execute - they can store commands for 50+ devices at any given time and yet can only utilize commands for eight of those 50+ devices. Without the ability to assign devices to "Device Buttons", you still have to resort to using either the Mac or Windows program supplied by Logitech to add devices to those buttons. Sure, you could just have only have commands for eight devices and let MHGUI choose the buttons randomly (if if works that way) and have to figure out which devices were assigned to which buttons, but that's a source of aggravation which I think most users would like to avoid.

Just to make sure I understand what you're requesting...

You are talking about buttons like "TV" and "DVD" correct? And you want to have more than one TV assigned to a remote, and you want to be able to choose which TV the remote will send commands to when you press TV?

Yes, I am talking about buttons like "TV" and "DVD", but I don't want to have more than one TV assigned to those buttons. Rather, I'd like to have my TV, Odroid C2, Roku, and DVD player assigned to each of those buttons. I've actually already assigned them to those buttons using the official Logitech MyHarmony application on my Mac, but I was really hoping to be able to do that in Congruity instead, especially because I've been experimenting with different remote "profiles" on my Harmony remote in search of the perfect "profile" (Windows Media Player profile works, but lacks subtitle button).
