    Two things at work here. DEFRA may actually need to be an instance instead of a concept because it is an instance of an organisation. However, if it has been stated as a concept, the pattern should be recognized, just as sentence 'Water is a kind of Liquid' should be accepted. Although it can be argued that even in this second sentence Water should be an instance of a Liquid (unless you use Water as a concept to subdivide into Fresh Water and Salt Water or something similar?).

    It seems to me that any time you'd want to make a claim about water, you are talking about 'plain water' and its properties. Fresh Water is not a kind of water in the sense that it doesn't necessarily inherit all the properties of 'plain water'. So, in this case it would be better to maybe use a concept 'Water (in a Broad sense)' or something similar which would only contain the assertions which hold for all the types of water (plain, fresh, salt, etc?). In which case it would be OK to say Every Water(in a Broad sense) is a kind of Liquid.

    We'll leave this issue open for now as we need to discuss this issue further with the Ordnance Survey.
