[Config4gnu-developer] new "parser" for runlevel configuration

Attached is a new parser I wrote for generating an XML representation of
runlevel configuration under Gentoo system. I also checked in a parser for
doing the same on a Redhat/Mandrake system (and only a few changes would be
needed to do Debian as well).
