[Config4gnu-developer] website update

I've updated the website.  I believe most of the docs are more or less
up to date.  Some may soon become out of date when we begin coding next
semester, but at this point I think everything is OK.  I put up the new
schematic diagram, put up Jason's changes to the requirements document,
and added the new Implementation Guide
http://config4gnu.sf.net/docs/implementation/ which it a very young
version that probably needs to be cleaned up a little bit in the next
week.  

If anyone has any suggestions on the implementation guide, I'm open to
them.  I just wanted to get some of our ideas online so people can
comment on them.
