[Config4gnu-developer] resolv.conf parser

I wrote a quick parser for files of the style of resolv.conf.  Attached
are the parser and unparser, and the new config4gnu.xml (and
resolvfile.xml).  Let me know if it looks ok, and if there's something
more productive I could be doing :-)
