[Config4gnu-developer] "flatfile" parser/unparser

Attached are my flatfile parser and unparser.  They work, but certainly
will have to be revised when we figure out how to better deal with files
like this.  Right now it just has a section (whose names are increasing
integers) for each line, including comments.  (which makes it ugly in the
frontend!) I added:

    <section sectionname="Boot modules"
             merge="xml"
             readcommand="parse.flatfile.pl /etc/modules"
             writecommand="unparse.flatfile.pl > /tmp/modules.new"/>

to config4gnu.xml under the "System" section.

Let me know if there's a better way to send such things out in the future.
