#10 On IE9, drag and drop to add participants does not work

[Ruth Leibig]

With IE9, you cannot drag and drop participants to add them to panels

From Email:

There is a bug in earlier versions of the
UI Drag/Drop stuff that prevents it from working with IE9's new event stuff
(specifically which button is held down on the mouse, I believe); I know we ran
into this at work where we user JQuery UI's Drag/Drop stuff - is fixed in a later
version of Jquery (1.7.2?)
