#21 Admin power to create courses/assignments

As of release 1.3, the admin account has the power to create courses, but not assignments. For the sake of consistency, the admin account should either be allowed to create both, or neither.

For ease of testing, and for the sake of completeness, I believe the admin should be allowed to create both.
