#20 Admin power to change account passwords

The creator/admin account of COMTOR (the one created upon installation) should have the power to manually change passwords to whatever is specified. As of release 1.3, the only way to change a password is by the user only. If the user somehow loses the ability to change the password, there is no other way to change it.
