#1 Diskpart fucntionality

The ability to resize partitions through the service has been added in this release(v1.2) however the only supported function at this time is to shrink to the minimum size windows finds is safe or expand the partition to the remaining available space on the disk. This only occurs on the primary disk (0) windows partition (2) which is the default partition layout on a base Windows installation for C:\.

Need to come up with a way to add the ability to resize by a given amount, and some level of error checking for the true C:\ partition in non-standard partition layouts.
