#56 Ability to Edit Messages

Competition administrators should be able to edit messages they themselves have posted on the main Ballroom Registrar homepage. For example, I made a typo in the date of Harvard's next competition (the next Invitational will be held in 2008, not 2007), and now I can't edit the message, and it shall stay the way it is on the website.
