#50 Result Tracker, Partial match search

There is some demand for wildcard searching in the
result tracker. Such searches need to be constrained to
limit their ability to return huge lists of people -- ie
a "govneror" of "too many matches, please be more
specific", etc.

We already have partial matching on whole first name or
whole last name, without the other name.
