#2 Define deployment components on cluster level

Web components will be defined on cluster level, as
opposed to the default web.xml deployment descriptor.

That will allow us to have one base cluster
(distributed as part of WebCMS) containing core
componenets like ContentServlet, and dependent cluster
(in a tree hierarchy) for specific (types of) sites,
like webstores, WIFM etc.
