#815 constraint definition of foreign key is deleted

If I create a foreign key in a Compiere table (e.g.
C_Order, entity type User), and I define a constraint in
the Compiere table to my user defined table, and I run
the migration tool, this constraint is deleted by the
migration tool.

Strange behaviour: If the name of the constraint starts
with 'CUST_', it won't be deleted.

I think the migration tool should consider on user defined
constraints without a restriction on the name, especially
if the restriction isn't published.

    Elements starting with CUST_, XX_, EXT_ are ignored - the
    rest is "owned" by the dictionary. An enhancement could be
    that the user "registeres" his extension.
