#108 Footer not centered if no chapt. in previous phases consult

When the user enters the page "Consult chapters from previous phases" (file horizontal_view.php), if there are no chapter to display, the footer of the page is aligned on the left and not centered.
This bug can occur if the user clicks on the links on the right of the COMPAS Board in a brand new project.
