#25 New notification setting when editing a note

This feature inserts an option to control the resend of notifications when editing a note.

So if there is new note with the following content:

@tester est

And the user edit it to

@tester Test

The user will see the setting "Resend notification" unchecked and if the author send his changes, the mentioned user Tester will not receive a new notification.

When editing the note again to add a new user to notify

@tester @newuser Test

only the new user will receive a notification when the author leave the setting "Resend notification" unchecked.
So new mentions will always receive notifcations.
