#664 mail with accented characters got destroyed

How to reproduce:

1. Start new mail.
2. Type something in To: and subject: and in body type
any characters not present in windows-1252 charset
(for example use czech keyboard and type some
accented characters)
I typed:
escrz (all with "caron" accents)
3. "File->Send later" (also notice you cannot even save
the mesage for later sending if you have no recipients)

Reopening the mail in Outbox show the mail is empty
and looking in the file with the mail itself I see this:

...

=00=00=00=00=00=9A=00=00=00=00=00=00=00=00=
00=00=9E

Not even single warning that the email will get destroyed
with current charset. I also found no way to select
default coding for new messages (utf-8 will be probably
more acceptable default than windows-1252 ... maybe at
leas fallback to utf-8 if using current charset will destroy
the message)
