#11 No check if there's room for purchased units

The "In port" and "On dock" boxes can only hold a limited
number of units (100?). But you can still
recruit/purchase/train units. The money disappears and
the units disappears from the list, but it does not appear in
the In port or On dock boxes.

When moving units out of these boxes (board or set sail)
you can buy new ones.
