Here's step-by-step what I do on XP:

Settings->Control Panel->Add Hardware->Next->Yes, I have already... 
->Add a new hardware device(bottom of list)->Next->Install it manually...
->Next->Network Adapters->Next->TapWin32Project

I hope the rest is clear from there on.
