Where do know from that they are going "out" at all?

can you telnet to ix.de port 80 or so?

Yes. ICMP is not TCP and maybe the windows firewall is blocking it?

Have you tried traceroute/tracepath/tracert?

Why do you have such a lot "incoming" traffic?
