I have noticed temporary problems browsing the Windows LAN from
Windows and other general use of the Ethernet card while the TAP
device is enabled. When it happens to me, the TAP is disconnected,
but that might be coicidence, as I've never had it connected very
long so far.
This doesn't help solve your problem, but to make life easy, I
suggest disabling the TAP device in Device Manager when not needed,
instead of uninstalling it.
