If you have lot of memory you would not notice it while surfing.

XP would use "SMP" with upto 2 CPU(core)s.
Have a look in taskmanager: You should see both cores there.
If not, you run the wrong kernel. Test MS-KB for more info.
You can inhibit that in boot.ini, see MS-KB.

Have a look on "IPcop".
It should work under colinux too and there was "once" (1 year or
more ago) in heise c't an article howto to integrate IPcop into a
VM in Windows.
I am quite sure that would be the easiest way to avoid reinventing
the wheel ;-)
