I am just pleased to use NT console on Windows, but...
I'd like to have it localized. Keyboard layout stuff working, fonts
changed and such.
Is there some work in progress either on implementing a full-featured
a)framebuffer, or b)full emulation of a VGA console? I would be happy for
the rest of Windows' existence to have one of these...

You can customize the font of colinux-console-nt.exe.
Go to window-menu (click the icon on the window bar), select properties
and you can change the font there. If you want to make it permanent
change the shortcut launching the console.
You can find many non-windows-cp encoded console ttf's lying around the
Internet - I found ISO-8859-2 encoded font very quick.
As for the keyboard layout etc. You should bend to your terminal, not
the other way.
It's what the termcap, termlib, inputrc etc. was invented for.
You describe how your applications should use the capablities of your
terminal, not redesign the terminal, to pretend to be something else. :-)
