#11 Creation events could (optionally) be queued

At present, creation events (termination transitions from the initial state, leading sometimes to actions being called) are processed synchronously. It would be good to have the option of queuing them; at present, if they have to be held up until every domain has been initialized, your only choice is to use a 'start' event and post it 'by hand' in initialisation.
