#90 Tracker submitting on taken names.

Hi, my name is RoninBK, and I'm an altoholic...

Earlier today, I was creating a number of characters,
to create cheap prestige for my VG. I left my CGT
running during the process of creating about six
characters.

Here's where the bug comes into play. At the name
creation step, CGT is submitting the character to my
account BEFORE CoV verifies that the name is valid.
Thus, I now have five non-existent characters posted to
my account. I can go ahead and delete the characters
from my account, but I would contend that the tracker
should be able to wait until after the verification
step before submitting the data
