Coefficient: IssueTracker module

This is a project module that allows users to create issues (bug, new features, task, improvement, patch) 
and associate it with a project. This has been created to mimic the basic functionallity of JIRA.

Within an issue you can vote, watch the issue via email notifications, comment on the issue, 
upload attatchments to the issue, link the issue to others, assign the issue to project members, 
manage issue versions and components, etc.

The Issue Tracker also supports filters for searching for issues. You can create a custom search 
and save the filter with a name and description. Support is soon comming for sharing filters to a 
group of users.ALL.txt in each of the modules for installation instructions
