You should either not allow a user to be deleted when
they are still referenced or you should delete the user
from the entire system.

Made it so that when a user is deleted from the system they
are still made inactive but all instances of ProjectMember
that exist containing that user are deleted.

This has been fixed by not allowing users to be deleted from
the system. It just brings up too many complications and
since we are so lax about creating users it does not seem
like we need it.
