#9 Allow for settings upgrade

Currently, changes in versions or Settings properties
create problems with retrieving a previously serialized
settings.bin file. Need to create approach to allow
for automatic upgrade of previously saved db settings.
Right now, the user has to delete the file and reenter
db settings.
