#38 "Reviewed" flag for topics?

Would it be possible to have a flag which would be set
when a reviewer is done with the topic? It could be
either a simple boolean or one of "none/approved/blocked".

As it is now, there are 2 problems:

1. reviewer has to add a dummy global comment just to
say that he has no more comments on this topic so that
the submitted knew that he shouldn't wait for more of them
2. in the topic list you don't see which topics have
been already reviewed and which ones haven't
