newly discovered CodeStriker, and already trying to see how I could use it.
My question can seem simple, but is it possible to make a code review BEFORE putting a new file in cvs ?
Explicitly, I am using CVS, and I'd like to be able to create code reviews, BEFORE having to put the new file in the depository. I want to be able to compare in a topic, the new file with the old one (already in CVS), to see the modifications made. Is it possible or do I have to make modifications myself?

You can do this. If you "cvs add" the new file, this doesn't actually add the file into the repository.
Then, you can create your diff file, by executing "cvs diff -uN", and this will include your new files which you want to add, but aren't actually in CVS yet.
If it turns out you don't want to add the file into cvs, you can always using "cvs remove".
Either way - the repository is not affected until you issue the commit command.
