Log message:
Added routines to select the fastest available impl for a function,
and one that selects the fastest for *all* functions, returning the sum
of the cycle times for comparison with other machines (i.e. PIII-M 6.11.1
took about 93K cycles, a PIII 6.8.6 (Coppermine) took about 105K cycles).
