[Cobertura-devel] Possible bug in html reporting file

I believe I might have found a bug in the HTML format report. If you 
have a file that has about 3 lines of coverage, but contains about 2300 
lines of code (I know this is HORRIBLE), it produces a result of 0% 
coverage. I assume it should be producing a result of 1%, because there 
still is coverage in the file, it's just not a lot of coverage.
