#51 exception handling description in xml

We need to transform the description of the exception handling for PUI client into xml data. This data can be directly put up on wiki or be formatted via a supplied job to show on the wiki in a usable format.

We have created a file exception_handling.xml under pui/doc-files directory in the project app.
