#2 Uploading a New File will overwrite any existing file

I'm currently have troubles with 0.02 and how i can have a file reserved or not, then "New File" with a new file with the same name will overwrite the existing one on the server.

This is a huge issue because someone can upload a checked file. In the case of check-out system, it defeats the purpose if this is possible.
