[Cmdplus-devel] Initial Documentation for CmdPlus

Hi

I tried sending this once before but I don't think it got through, if it did
then I apologise for sending this twice.

I have now set-up a mailing list for CmdPlus developers (and users and
announcements), see the instructions I am hoping the mailing list software
will put at the bottom of this email for details on how to subscribe, from
now on I will only send to that.

Here is some basic documentation, comments welcome, questions welcome,
discuss whatever.
