#4 Refactor StudentDataInput class

StudentDataInput class
•Current implementation:
o reads in StudentData.csv and creates ArrayList of students
o reads in criteriacollection.csv file and creates AbstractCriteriaCollection
•Desired implementation:
o StudentDataInput class reads in StudentData.csv and creates ArrayList of students
o ConfigDataInput class reads in criteriacollection.csv file and creates AbstractCriteriaCollection

Will also need to modify the associated unit tests
