Clonezilla restore partition failure - size discrepancy

I used clonezilla-live-2.2.2-37-amd64 to save an image of my windows-c partition. Explorer says that the windows c partition is 200GB.
When I try to restore the image to a partition which windows says is 217 GB, clonezilla fails every time.
When I used clonezilla to check the saved image, it says the image is fine BUT it also says that the saved image device is 215GB. The original windows-c partition is 200gb so I do not see how the saved image device says its 215GB.
note that both windows-c and the target partition i am restoring to, are not compressed.
clonezilla-live-20140415-saucy-amd64 also fails to restore the image to the new 217 GB partition.
Can anyone help?

I forgot to say I am using windows 8.1.

I cannot remember the exact error messages given by clonezilla when the restore failed, but I tried it a number of times and I got the same response.
I concluded that the reason for the failure was because I had an image of partition C: which i was restoring to 217GB partition I:. Am I correct in saying that clonezilla cannot restore an image from 1 partition to another partition?
