When you run drblsrv -i, any error messages ?
drbl-ocs is included in package clonezilla, so make sure clonezilla was installed by:
dpkg -l clonezilla

Thanks Steven, indeed package clonezilla wasn't installed, so I did drblsrv -i once more and during the "System upgrade" stage it downloaded (yet again) a bunch of new packages. Now drbl-ocs is in place!

I installed drbl-1.8.2-63 on a Debian testing (using drbl_1.8.2-63_i386.deb) and it seems that /opt/drbl/sbin/drbl-ocs is missing. Then I downloaded the source tarball (drbl-1.8.2-63.tar.bz2) and it's missing there too... so probably I am doing something wrong.

For the Debian installation I did the following:

# dpkg -i drbl_1.8.2-63_i386.deb
# apt-get install memtester procinfo tofrodos # because sysutils package has been replaced in testing
# /opt/drbl/sbin/drblsrv -i

Any ideas why I am missing drbl-ocs?
