It actually depends on the files on the file system.
Normally for OS you can compress the used data as about 1/2 to 1/3, i.e. if the used data on the file system is 10 GB, the compressed image for that file system (partition) is about % GB to 3.3 GB.

Recently I did a image of a clean Windows 7 install. The used space reported on the NTFS partition was about 22 Gb. The image file after the Clonezilla imaging (using the beginner mode) was only 7+ Gb. Is this reasonable or expected?
I notice that for another NTFS partition which has 3 Gb used space, the image size was 1.5 Gb about half, which is sort of expected.
If I am not wrong, the default compression is gzip, which typically shrinks data down to half of original uncompressed size on average. To shrink it down to a third is incredible. Is this possible or normal?

It really depends on the original data. If it's compressed, then the compression rate won't be good. From my experience, normally for system partition, the rate is about 1/3. Your case 22GB -> 7GB is reasonable.
