I wish to edit an IMG file to delete one file of one partition from an image of three partitions. The image in question was made from three partitions in CentOS. Can an IMG file be edied to delete one file?

No, since the image is taken from the blocks of file system. They are not files. Hence you have to restore that, edit, then take an image again.
Of course, this can be done on a virtual machine.
