I was wondering if I can clone a larger 419 GB partition on a 160 GB partition , it needs to be a whole complete clone of all OS files so it would boot on the target drive , also , the actual data is very little , about 34 GB , and it's completely defragmented to be contingoious , soo … I can't get clonezilla to work with it , it says I need to add -c to the command , but when I try to run it it says
you need to run this script "ocs-onthefly" as root
I know things but have completely none experience with linux.

"So i must first make a partition image , than move it to the target drive and restore it back there ?" -> For fsarchiver, I am not sure. Looks it is from the manual. You can ask that on http://www.fsarchiver.org

No. It's shown in the "Limitations" section on http://clonezilla.org/.
However, you can use the program "fsarchiver" to clone or image that partition. The program is also included in Clonezilla live.

So it practically pretty much useless , as I don't have an option for bigger drive and I aint going to buy another one just cause of this.
So i must first make a partition image , than move it to the target drive and restore it back there ?
