Whenever I try to do the boot on my USB flash drive (1GB) and try to clone, it says I'm out of space. So this time I tried it on a 250GB external and saw that it can't be turned into FAT32, so I partitioned it to be only 10GBs and FAT32. Now Clonezilla won't even load when I chose it to be the bootable.
How do I fix both problems?

You can use the 1GB USB flash drive to boot, then mount your 250 GB external driver as /home/partimag, then save the image.
