I clone a ubuntu server hdd 40Go to another 400Go, by doing this i only have my hdd still using 40go on 400go...my question is : is it possible during the clone to make it use 100% of the new 400go drive?

Since you have cloned, now ou can use GParted live (http://gparted.org) to resize that.
Next time you can enter expert mode of Clonezilla live, and choose the option "-k1", as described here:
