Using Clonezilla for a simple use case.
Original Disk was 120 GB SSD, Target was 240GB SSD.
Using all default parameters Windows now sees the new SSD as only a 120 GB sized basic partition along with small other recovery partitions, etc.
Using Paragon Partition Manager to try and see what is going on, I see this bizarre scenario: It appears that the partitions are in the middle of the drive. Hopefully I am not misinterpreting what is going on here but that would explain why the space is not appearing to Windows. Free space before and after the allocated space.
How would I fix this so I could use the whole drive? Hopefully without having to do the clone again.
How did you clone that?
If it's beginner mode, by default the source partition layout will be duplicated to the destination disk. If you want to make use all of the disk space, you can use GParted live to boot the machine, then resize the partition.
If next time you want to clone smaller disk to larger one, you can enter expert mode, and choose the option "-k1": http://clonezilla.org/clonezilla-live/doc/03_Disk_to_disk_clone/advanced/05-advanced-param.php
