Is there a tool that does this. I cant find one anywhere. Can someone please make one.

I do not think there is such a tool existing for converting Clonezilla image to Open Virtualization Format. However, you definitely could create a virtual machine, then boot Clonezilla live to restore the image to the virtual hard drive.

What did you mean by "never work"?
You can follow
http://clonezilla.org/clonezilla-live-doc.php
to save the image, then restore the image on your VirtualBox.
If you encounter the problem, please show us the error messages. Describe that in detail. Only "never work" is not enough.
