You use --with-debug only for build-porting*-gcc-debug_gcsafety.
I suggest that you either add --with-debug to build-porting*-gcc-safety3
or add a separate target.

The reason I don't want to do it myself is that we gotta have a non-C++
debug target, and I want to use whatever you are using.
